Giappone si tornerà presto a cacciare balene. Il governo di Tokyo, a fine dicembre, ha deciso di
abbandonare la Commissione internazionale per la caccia alle balene (Iwc). Da 26 anni il Paese del Sol Levante aveva limitato questa pratica, ad esclusione della caccia a fini scientifici ma a partire dall’estate, precisamente il 1 giugno 2019, le acque antistanti all’isola giapponese torneranno a sporcarsi di sangue.
L’uscita dall’Iwc
Già da diversi anni il Giappone aveva intrapreso una battaglia affinché la Commissione autorizzasse i Paesi membri a una caccia controllata delle balene. Alla fine Tokyo è finito in minoranza, con 48 membri contrari alle sue richieste contro 41 favorevoli. Da qui la scelta di abbandonare l’Iwc. Il Giappone riprenderà a catturare balene, anche se soltanto le specie abbondanti e presenti nelle acque nipponiche, dove a dire il vero se ne contano molto poche.
Caccia per fini commerciali
Sono due le cause che hanno spinto Tokyo a riprendere la caccia alle balene. Il primo: l’economia. Il consumo medio annuo della carne del cetaceo in Giappone si attesta intorno alle 5mila tonnellate. Negli anni Sessanta il valore toccava addirittura le 200mila. Alla fine degli anni Ottanta, circa 10mila annue. Nonostante l’inversione di tendenza il governo intende tornare a investire nel settore per fini commerciali. Takamori Yoshikawa, il ministro dell’agricoltura e della pesca, ha parlato di “una scelta dura e difficile” anche se “il ripristino della caccia alla balena ridarà vita alle comunità baleniere”.
Il significato politico
Il secondo motivo, forse il più importante dei due, è invece prettamente
nazionalistico. Il governo conservatore del premier
Shinzo Abe è stato chiaro: il consumo di carne di balena è un elemento portante e importante della
cultura giapponese. Con questa mossa il Giappone lancia un segnale politico: nessuno straniero può più ordinare cosa fare ai nipponici. Nemmeno una commissione internazionale. Dopo decenni di sottomissione Tokyo alza la testa e intende disegnarsi un ruolo a tutto tondo nello scacchiere globale. Con gli Stati Uniti impegnati per lo più a guardarsi in casa, il Giappone ha adesso la chance di far valere
il Japan First. Dalla modifica della costituzione pacifista alla riforma dell’esercito. Le balene sono soltanto un pretesto.
