Ukrainian Lawyer Andrey Portnov: Questions for Poroshenko About His Money Laundering Operations

Petro Alekseyevich Poroshenko, on behalf of the club of your admirers, we are insistently interested in the following questions:
Have your already concluded the deal with Tigipko on the sale for $300 million of the “Kuznya on Rybalsky” plant that is turning out military products, the consent for which was given to you several months ago by the Anti-monopoly committee of Ukraine also controlled by you?

Where, when, and in what way did Tigipko pay you this money? From what company, in what jurisdiction, and from the bank account of what country did you receive it?

Where did Tigipko acquire such a sum from? Where, when, and in what way did he legalise it? How much tax did he pay for its lawful inclusion in his assets? What country’s budget did he transfer it to and did he reported about it to the tax authorities of Ukraine?

Did you check the purity of this money, or for the sale of your plant did you accept already laundered money from the Cyprian offshore “Evinz Limited” (Nicosia) belonging to Tigipko?

In what timeframe do you plan to specify in your declaration that your fortune increased by $300 million?

If you accepted this money not into your personal accounts, but into offshore companies, having avoided paying taxes into the budget of Ukraine, tell us please if you plan to submit a breakdown of this deal in Panama, Belize, the British Virgin Islands, Gibraltar, the Isle of Man, or to make it public?

If it was a real deal and not a fictitious one, did you pass through compliance or an audit? And what bank allowed you to do it and thus cleared it?

If Tigipko simply did a laundering service for you, legalising and transforming his dirty money into your allegedly clean money, then how exactly did you actually compensate him for this $300 million? What favours, contracts, cash, or non-cash were there?

Our interest in this is very simple: we want to know if you still buy weapons for the army, like you did before, from yourself, acting at the same time as its buyer and seller, as the manager and consumer of the budget, as the commander of the army and as a trader with it.

And are you thus economically interested in the continuation of war? And who then determines the price that the state spends on this? How much less will the Ukrainian budget receive from your failure to pay taxes in offshores? And what exactly is the depth of your conflict of interests?

If such a deal didn’t happen at all, then why do you, like in the case with the “Pryamoy” TV channel, again choose a former member of Yanukovych’ team to launder your business and to launder funds?

There isn’t much time for answers. In several months Tigipko himself can already agree to respond to them – within the framework of the procedure of reaching a deal with the investigation [after the Presidential elections – ed] and cooperating with the new law enforcement bodies.

We will publicly catalyse this investigation and give everyone free advice in relation to its procedures.
