Un nuovo trattato di cooperazione che non è solamente politico - la Cancelliera ha parlato di un'alleanza contro i populisti e i nazionalisti - ma anche militare in quanto preludio a un esercito europeo, con lo sviluppo di una "cultura militare e di una industria comune degli armamenti". A tal proposito, il presidente francese ha detto: "Il nostro comune obiettivo dev'essere che l'Europa diventi lo scudo di protezione dei nostri popoli contro le bufere del mondo". L'amicizia franco-tedesca, ha aggiunto il capo dell'Eliseo, e i "comuni progetti e obiettivi rendono possibile prendere le nostre vite nelle nostre mani e costruire liberamente il nostro destino".
Questo trattato va a completare quello siglato il 22 gennaio del 1963 da Charles de Gaulle e Konrad Adenauer. Come ricordato da Roberto Fabbri su Il Giornale di oggi, l'Unione europea dopo questo trattato sarà molto diversa. Nelle 16 pagine del trattato, infatti, si "arriva a delineare una concertazione talmente profonda tra le politiche dei due Paesi da prefigurare una fusione politica di fatto. Non si tratta di interpretazioni giornalistiche, è tutto messo per iscritto nel trattato". Per esempio, prosegue Fabbri, "viene esplicitato che Francia e Germania intendono elevare «i loro rapporti bilaterali a un nuovo livello' per essere all'altezza 'delle sfide che attendono i due Paesi e l'Europa nel XXI secolo', sia pure all'interno di 'un ordine internazionale fondato sulle regole e il multilateralismo, con al centro le Nazioni Unite'. A tale riguardo, è molto importante notare che nell'articolo 8 si legge che 'l'ammissione della Repubblica Federale Tedesca come membro permanente del Consiglio di sicurezza dell'Onu è una delle priorità della diplomazia franco-tedesca'. Ecco un chiaro passo verso una nuova Europa, con aperta sfida agli equilibri voluti dagli Stati Uniti".
Il presidente del Consiglio europeo Donald Tusk ha salutato positivamente l'iniziativa, mettendo in guardia da eventuali rischi: "La maggiore collaborazione dei singoli Paesi non deve però sostituire al cooperazione europea nel suo insieme".
