Giuseppe Conte si presenta al Senato rivolgendo, prima di tutto, un saluto a Sergio Mattarella, "che rappresenta l'unità nazionale", e chiedendo poi la fiducia sia alla squadra, che lui presiede, sia a "un progetto per il cambiamento dell'Italia che è stato formalizzato in un contratto, composto dai programmi" votati dagli italiani.
Di questo "cambiamento", promette, si farà garante lui stesso per imprimere al Paese un'inversione di rotta per quanto riguarda immigrazione, lavoro, diritti sociali, taglio delle tasse e, financo, alleanze internazionali. Il tutto senza, però, indicare come riuscire a finanziare questa "rivoluzione radicale".
