"We went from 'fire and fury' to 'open and honorable.'"

Diplomacy between the United States and North Korea is beginning to hit some speed bumps as the planned summit in Singapore approaches, exemplifying the problems inherent in President Donald Trump's haphazard and inconsistent approach to foreign policy.

"The president is like a teenager learning to drive," said Democratic strategist Paul Begala Tuesday night on CNN's "Anderson Cooper 360." "Flooring the gas, and then slamming the break. We went from 'fire and fury' to 'open and honorable.'"

The North Korean regime announced earlier in the day that current military exercises planned between the United States and South Korea are a provocation. It canceled talks with South Korea and threatened it could do the same for the upcoming meeting with Trump.

"What this shows is how unprepared the United States is," said Karine Jean-Pierre, a spokeswoman for MoveOn.org. "We still don't have a U.S. ambassador in South Korea. So we were caught off guard. If we had diplomacy there, we would have known a little bit more of what was going on."

Rich Lowry, the editor of National Review, noted that the most recent developments are classic moves from the North Korean playbook: "Their negotiations are based on unpredictability. It's hard to say what this means, but it may be saying, 'Actually, we're going to set the tempo.' It may be a sign they want to get into a negotiation over the negotiation. It may be a sign of 'Hey, we have more leverage, because, actually, you want this more than we do.'"
