Specs:
Windows 10 64bit
Intel i5 3450
8GB RAM
MOBO - Gigabyte GA-Z77-D3H
PSU EVGA 500W
The Problem:
Recently a friend gave me his older GPU a Nvidia GTX 760 2GB and my windows won't finish booting when the GPU is plugged in.
My CPU starts normally, can access bios, and the normal windows circle turns then it freezes about 80% through.
The really weird part is that, when the GPU is powered and attached to my MOBO and I use the MOBO intergrated Graphics Port, the PC starts normally as if theres no problems, but once I restart the PC with the GPU plugged in (instead of intergrated graphics port) it doesnt finish loading. Not sure if it stops or the imput stops.
Troubleshooting and what I've done:

I put in my old GPU (Nvidia GTX 560) or use the onboard intel graphics and the PC works just fine, starts up normally, so its 100% the new GPU.

I used a program to completely remove my old drivers.

Got it to safe mode and installed the new graphics card drivers.
I've read a lot and most of the fixes haven't worked; I can assure you that the GPU is plugged in properly and is properly powered. I've googled extensively and haven't fixed it so I came here hopefully for help.
