Hi all.
I've been trying to work out the reason for this, but to no avail. I have Firefox/Chrome/Opera and ALL browsers just scroll like shit. Like literally, its the same feeling you get when you have no Graphics driver installed, but I have. I have the latest Nvidia GPU driver (397.55) but still scrolling feels crap.
I also get bad scrolling in Discord, Spotify, pretty much anything that uses Hardware Acceleration, turning this off makes it look even more like shit. I'm going out of my mind, I've invested so much money/time into this rig for it to feel like I've wasted it.
I'm also getting bad performance in games with stuttering.

Things I've tried already:
- Reinstalled Windows
- Tried "EmptyStandbyList.exe" "fix"
- Tried new DisplayPorts wires
- Tried the last 5 different nvidia drivers
- Tried changing pagefile
- Tried turning Game Mode Off
- RMA'd several components in my PC (PC is around 1month old)
- Tested temps 75c GPU and 65c CPU all look normal under full load
