my C: drive is showing, and allowing for less disk space than there should be. My guess is that apps/games, which are not on the pc anymore (transferred from the steamlibrary folder to an external drive) are still somehow being shown as existent on my C drive. Now I've tried to "uninstall" them through the settings->apps->uninstall page because they were still present there somehow, but even after 'uninstalling' them (completing the process, opening steam to not have anything uninstall because it already is), while they disappear from the apps menu the disk space is still shown as taken.
