This is the second time this has happened to me, and I'm not really sure why. The first time, it seemed to randomly fix itself, despite the multiple attempts on my part to fix the issue.

Currently, if I try to CTRL-C, it doesn't actually copy anything, and instead gives me a system beep. This is across all of my Windows 7 installation, regardless of the program I am using. All other CTRL combinations seem to be working. I also experience system beeps if I press any two keys simultaneously left of R, F, and V.

The other issue, which coincides at the same time as CTRL-C not working, is that whenever I restart my laptop, it goes to Windows Boot Manager, despite my only having 1 installation.
