I have a desktop PC and monitor connected to a surge protected power strip, which is plugged into a wall socket. An Xbox One controller is connected to the PC via USB. Plugged into a different wall socket (along the same wall), is another surge protected power strip, to which my TV is connected.

My monitor is connected to my GPU via DVI, and I used to also have the TV connected via HDMI. Whenever I turned the TV off, Windows 10 would play the "disconnected" sound (e.g. when a USB peripheral is unplugged), and as this happened, if I was playing a game and using the controller analog stick to move, I would continue moving even if I let go of the stick. It took another input (or several) before things returned to normal.

So, I disconnected the HDMI cable, severing all forms of connection between my computer and the TV.

The problem still occurs! I don't get the disconnected sound from Windows, but my controller input still "freezes" whenever the TV is turned off (or more specifically, put on stand by through its remote control). It's not a major issue but I'm left utterly perplexed as to how this could even happen. I don't notice any other problems when the TV is turned off.

On a possibly related note, at one point my PS4 (connected to the same power strip as the TV) started to constantly flicker on the TV (connected via an HDMI switch), and the PS4 kept spamming notifications of mouse/keyboard disconnects (even though they continued to function fine). This was the first time it occurred, and I wondered whether there was a some sort of electrical surge going on, so I turned the TV off. When I did this, my PC controller lost all input completely. Windows Device Manager still detected the controller as plugged in, but no inputs were being registered (in-game or Windows calibration), and I had to completely disconnect and reconnect the cable. I think it was this incident that led me to disconnect the TV from my PC in the first place.
