First let me start with I am a technician that has worked heavily with computers for decades at this point. Sadly though I am having an issue that I am unable to identify the fix for. So here is what is currently going on. I can play pretty much any video game ranging from those that are cpu intensive to those that are graphic intensive and while there can be small stutters this way it becomes much more obvious if I have chrome/IE running netflix as well. Strangely enough if I have both going I get stutters both on the browser and the game. Now to be clear I do monitor fps and it comes up that I am pretty steady most of the time but eventually I can see jumps. Now if I leave my card with no cap I show 120 to 144 fps pretty steady but then it can drop to 80 and jump back up. Now if i Limit to 60 fps I dont see this drop change occur more than 4 fps.
I have attempted running scan against my ram, hard drives, and video card but could not find any thing standing out as an issue. None of my components are showing they are running hot. CPU is typically 30 to 40C while video card was liquid cooled at 38. I dont have a good way to show board temp but when i look at bios I do not show any concerns for the RAM temps or other locations on the board. I did purchase a new video card in attempt to see if this would correct as the issue being visual to me seemed to be the best option since i cant find any other problems.

While my RAM is currently a mix in sized and speeds the larger ones are considered 3200 while the older ones were 4200. This issue was occurring before the changes as well. I did attempt to run this with just the 32 Gigs and still had the same problem.
I have also played around with a lot of graphic settings to see what i can attempt that might help resolve. Currently i have a monitor that is G sync so i do have that turned on but the issue existed before that and I attempted to get G sync to see if it would help. I do have 3 monitors being used which 1 is using hdmi, 1 display, and one is DVI. I have attempted seeing if i have browser and game not using the DVI one caused any difference and it does not.
I have done some extensive clean up on my computer to make sure this is no extra load of temporary files, unused space, or even impact services. Also with the new video card they have a program that will adjust the computer for best game performance which looks to do similar clean up and configurations to what I already did.
At this point I am really open to suggestions. Just to rule this out I have ran numerous virus and malware scanning with nothing found. Just in case there is curiosity for program I am talking about Malwarebytes and AVG. Software used that interact with video settings and sound have also been turned off such as Razor software and Nvidia overlay for recording.
Anyway please let me know if there is any information you are looking for or if you have any other ideas.

Sorry about the way the Speccy stuff shows I think this site will not allow extra spacing sadly as it looks good the way i typed it but not when saved. Last night to continue efforts I tried the following:
Disconnected monitors and tried them one at a time to rule out any issue from either cable or screen. Adjusted resolution and tested at 1920 x 1080 Ran CCleaner to adjust registry and remove temp files adjusted V Ram to only be used from my SSD and reduced size as I have more than enough RAM. Ran Intel Processor test with all tests ran passed. I did notice during this test that my graphics acted up but this was during a stress test that did cap the processor as intended. Attempted FPS limitations at 60, 120, and 240 all show the same issue Adjusted video settings for multi thread options with no identifiable change Looked at drivers but didnt see any misperforming Ran older driver for video card and then the newest both show the same issue
Currently my thoughts are down to the following: Swap PCI - E port for the video card Test replacement Processor Attempt OS Reinstall Replace Motherboard
