I have a 9 years old Dell Studio 540, still working fine, but I want to upgrade it by parts to spread out the spending. So I started by getting a new power supply (the old one has shown signs of age, like an incredibly noisy fan and random rebooting with high power demand). I bought a Riotoro Onyx 650W power supply (it was cheap, have nice specs and OK reviews).

The problem: when I connect the new power supply, the PC doesn't turn on. The power light is solid orange and the fans are spinning, but no other sign of being alive. No beep from the motherboard, no video signal, no power in the USB connectors, nothing else. When everything is working, the power light is white and there's a beep from the motherboard before booting. I tried removing HD, graphics card and memory, leaving only power supply, motherboard and CPU. In this situation the power light should be blinking orange and the motherboard beeping regularly, but instead I get only the solid orange light.

I obviously thought the power supply was defective so I sent it back to the store, but to my surprise they tested it and it worked without any problem, even under heavy load. Now I'm totally confused, I have no idea what's happening. My PC, with an old and problematic power supply, works just fine, but with a new and verified power supply, it doesn't even turn on!

What could possibly explain that? If it is a problem in the motherboard or CPU, how could it work with the old power supply? Can it be a compatibility problem, like a difference in power supply standards from 9 years ago to now? Someone (conspiracy theory alert) suggested Dell may have intentionally hacked their systems so that any user-made hardware change doesn't work: is this possible? Please help me, any idea is welcome!

By the way, the motherboard model is IPIEL-RN2 (for which I couldn't find the manual) and the CPU is an Intel Core2 Quad.
