In the past, I've been able to play on Ultra and had a steady 60fps at 1080p. I've recently made several PC changes, including a new motherboard, CPU cooler, ram (I had two slightly different sets of 2 4GB sticks, I swapped 2 to match the other 2), and added an SSD.

I installed overwatch on the ssd when i reinstalled Windows and started noticing problems such as stuttering and frame drops. The GPU usage was at 100% on the character selection and menu screens, and was in the high 80s-90s in game. I eventually figured out that when I put the game back on my HHD, the stuttering was gone. Although, I've still gotten the frame drops.

So I dropped the settings down to high and get a solid 60fps except for moments when a lot is going on at once (such as several players using their ults at once). It drops to 45-50 and sort of stutters. My GPU is hitting 100% and GPU-Z is telling me the PerfCap Reason is VRel, but idk if that's relevant.

I've done research and can't figure out what else to try. According to sites I've seen, my graphics card should be able to play on Ultra at 60fps at least, but I'm currently losing frames when running on high.

User Benchmark is giving my GPU a good score but I know Overwatch has ran better on my PC before. All my temperatures are good also. Here are my specs.

CPU - Intel i5 4460

GPU - Gigabyte GTX 960

MB - ASRock H97M Pro4

RAM - 4 x 4GB Kingston FURY DDR3 1600MHz

Any advice or troubleshooting tips would be appreciated. Thanks!

Edit- something else I remembered. I realized recently my GPU is making a light buzzing sound when in game. It stops immediately when I close Overwatch and starts immediately when it's open. I only recently quieted my PC to where I can hear it so idk how long it's been doing it but I don't think it sounds like it should be happening.
