So I've been using this computer for over 2 years with no issue, graphics wise. It wasn't until a week ago that I noticed that while playing Fortnite, my constant 130 fps would dive down to 30. I found out that this happens around every 30 seconds and only when my GPU usage goes from 99% to 34%. It makes no sense to me why my GPU usage would drop mid game, given the fact it was constantly 3D rendering the game. I was suggested by friends that this was a Power, Graphics or Temperature issue.

After reinstalling windows, updating my graphics card drivers, reverting to old graphics card drivers, reinstalling Fortnite, benchmark tests, changing gaming settings... I still cannot find an answer.

A clean reinstall of windows did not fix the issue. I also noticed that only Fortnite seems to have this issue. I ran a free benchmark on Steam and my GPU usage was capped at 100%. (remember the only time my fps drops to 30 is when my GPU usage drops as well). I was suggested that this was a temperature bottleneck, which was not because my CPU and GPU were working at regular temps at the time of the fps drops. My CPU usage is also at a constant 30-40 percent when the drops occur and does not fluctuate.

https://imgur.com/dNnMRp1 this is taken in the span of about a minute in game. The GPU spikes and the lowest points are the times when my FPS would drop to 30 (sometimes even lower).

Something to note is that when my fps drops, it slowly rises back up to 130 fps, where it's just a waiting game to know when it'll drop again.

Does anyone have any clue as to what the issue is? I literally searched so many websites and couldn't find anything. This is my last resort. Please ask questions for more context in this situation.
