Next step is to breadbox it again and make sure there's not a short happening but it doesn't seem consistent with the issue, leading me to believe either the mobo is bad (more likely) or the 4790k cpu is bad (less likely). edit: behavior continues without the CPU present. Either the CPU is dead and it's the default mobo behavior, or the mobo is bad and doesn't care about the CPU being there or not. Alternatively could be the PSU with partial power but faulting out, but it was working immediately prior to shutdown and then refused to start up.
