This issue has stumped me for the past few months, mostly b/c of how strange the conditions are. So, my WD 2TB external hard drive, as it is now, can only be recognized by my pc when it is plugged in before the pc is turned on, and all the files are perfectly accessible and all is well. However, if i unplug it and plug it back in after it is recognized, or if it was not plugged in on boot, the drive is not recognized in any fashion by windows. No, usb connection sound, not in file explorer, device manager(it does show if you view the hidden devices though, but it is treated as disconnected) or disk manager. The drive itself has power though, and I can feel the it spinning, so it shouldn't be a hardware issue on the drive end. Another thing is the drive works with no issue on my laptop. One thing that might be causing it is that my desktop has 2 internal SSD's,one for boot and one for storage, so I tried changing the drive letter but the issue still persists. As for what else I have tried, updating drivers for the USB controllers and the drive itself have not worked. Many of the 'solutions' I have found are null b/c the drive doesn't show up in device or disk manager.
