The last few months I've been having a problem with Windows 10. I get a black screen after the windows boot/splash screen. It stays like that and every 5 or so seconds I get a short flash from the monitor and nothing happens (I've tried waiting an hour). Here's a video of what I'm trying to explain. This happens probably every 3-4 out of 5 boot attempts. So I just hit reset a few times until it boots successfully, but it takes a lot of time. The HDD LED flashes while this is happening, so I guess it's doing... something? (Wish I could play my games on Linux)
I dual-boot with Linux Mint, but I have no problems there. Specs: Xeon E5640, MSI X58 PRO-E, 8GB Ram, Sapphire Dual-X Radeon HD7950
Things I've tried:

Updating the Radeon drivers

Updating Windows

Reinstalling Windows "over" my current windows installation, thus keeping my programs and files

Selecting "Load optimized defaults" in the bios (shouldn't help, but I had to try)

Turning off fast startup in "Power Options"
The only thing I can think of is doing a fresh install, but I just don't want to go through the hassle of setting up everything again if it can be done without a reinstall.
Any help would be appreciated :)
