Hello, internet.
A few days ago, I turned on my PC and became concerned when I noticed Windows 10 was stuck on its loading screen for longer than normal. After a minute or two, I opted for a hard shut down and booted back up to the same issue. I tried again, and on the third go I waited it out. Eventually, the spinner freezes. After a few minutes, I get a BSoD with the WHEA_UNCORRECTABLE_ERROR error message.
I have since tried to solve the issue, or at very least find the cause. I've let Windows attempt to repair itself. I've run Check Disk. I've rebuilt the BCD. I've booted into Safe Mode and tried to update drivers. I've run CCleaner's registry tool. I've made sure all overclocking functions were disabled in the BIOS. I've reinstalled Windows. I've booted with nothing plugged in via USB. I've tried a different keyboard/ mouse. I've tired 2 separate monitors. I am still screwed. plz send nudes help
So, some symptoms potentially worth noting -

The WHEA_UNCORRECTABLE_ERROR BSoD will not go away, and sometimes has a message explaining that it will restart. But it never does. Progress never goes above the initial 0%.

At one point, my keyboard stopped functioning (preventing me from getting into the BIOS) until I got into WinRE.

The reinstall seemed to work. So I spent like 5 - 10 minutes trying to set everything back up in Windows the way I had it. Then I ran to the bathroom, and when I returned but 2 - 3 minutes later I was staring at another WHEA_UNCORRECTABLE_ERROR BSoD. After a hard shut down (again, the BSoD just hangs), I was greeted to some slightly different behavior, but ultimately the same freeze then BSoD.

After the reinstall, had the same issue with the thing not working except this time it was my monitor. I've since realized that the reset button on my MoBo seems to fix this.

USB Devices are sometimes still receiving power after shutdown (this was not happening before this issue), as evident by the keyboard or mouse's LED.
I'm sure I've forgot to mention something, so please ask if you need more information. I am so tired of thinking about this, I am actually considering taking my PC to a tech. But I'd really like to 1) not pay for that, and 2) learn to fix this myself.
Anyway, I read that the most common cause of the WHEA_UNCORRECTABLE_ERROR is an underpowered CPU. So, does anyone know the minimum operational voltage for an Intel i7 7820X?
Also, here's the rest of my build (in case it becomes relevant) -
