Running windows 10 and i keep getting this really weird error in my logs about an app that is hanging.

I checked my WER logs and it said the app path was in my recycling bin. Sure enough it was there, i deleted it but it still tries to run it. I checked the modules and it is trying to call msys2 programs. I uninstalled msys2. It is still trying to run. I have no idea what is making this call and why the application name is so messed up.

Edit: I do recall my ruby on rails install being interrupted. From what I understand mintty is the cygwin terminal for the windows distribution. I'm assuming that msys2 was trying to run a library or package during install and it got messed up.
Edit 2: After some more tinkering i reinstalled msys2 as part of ruby on rails and got some execution errors and a different error but with the same weird app name. I did notice that one of the packages for msys2 were not available (out of date repo?) . At least i'm getting somewhere.
