I had 32 gigs of ram and was playing RB6: Siege, League, PUBG, WOW, EFT all at 100 frames. I've since then built this new PC, a 1920 TR and the same 1080 from the last rig, and I am lucky to have 60 frames. I've run various benchmark tests all say everything is working, but it is not.

Happen every time. Heck, the computer doesn't even boot properly. I have the hard drive with my Windows 10 OS in the proper boot sequence. It still doesn't boot. I have to go into BIOS every time and manually tell it to boot.
What I've tried so far to resolve the issue
Common TS efforts. Move the RAM around, move hard drives to different sata ports, disable/enable different things in the bios.
