This problem started when I installed my i7-4400 which I bought used off of eBay. I noticed a gain in fps in games like Kingdom Come Deliverance and Battlefield 4 and everything in general. It definitely works properly and better than my i52400.
However, when I'm gaming, it's crispy smooth unless I decide to alt tab out and go to my second monitor to maybe explore YouTube for a bit or open a new tab. Then everything is horrendously slow, except the game of course. The game will continue to run at a glorious 60+ fps, seemingly impervious and oblivious to the dump the rest of my system is taking.
Just today I wanted to open up MS paint while I was in the middle of a game. So I hit the start button and it takes about 20 seconds for the start menu to pop up and another 20 to recognize I typed paint in the search bar. And another 30 seconds or so to launch paint while my game can be seen running buttery smooth in the background.
I never had this problem with my older processor and I can't figure out the cause. Any suggestions? Google comes up empty.
