I experience poor Performance on my self-built (start of December) PC. I tracked the problem down to the CPU, a Ryzen 5 1600. It runs at 3200 MHz normal Clock speed (I didn't do anything Overclocking related) but when it tries to turbo boost, it goes down to about 1500. I thought the problem would be that I didn't make a BIOS update but now, a few days after I installed that, I'm noticing that it didn't change anything. How do I fix this or is it a Hardware Problem?

-It happens everytime I put the CPU under load and happened since I built it in December
-I updated the BIOS recently
