My monitor is a Samsung connected via hdmi my graphics card is a AMD Radeon R7 200 series im running windows 8.1 it started doing the screen tearing since this morning I have all of my drivers updated heres a video of what im seeing https://youtu.be/5SrEDQaNhpU hopefully guys experienced this or have solutions!
