So I've been dealing with this issue the past few months. I have Cox as my ISP in the southern California area. I have a high speed plan (300 down, 30 up), but there are very consistently times where it doesn't reach it at all.
Randomly, my speed will drop to unusable speeds (typically between 0.3Mbps and 1.0 Mbps and 0.20Mbps upload.) This can last from just a few minutes to an entire hour sometimes.
Internet support resetting my modem/router hasn't fixed the issue, so I called for a technician to come out. I was treated to a very illuminating "Huh... that's weird, why would it be doing that?" and the classic "I've never seen this before" because it was thankfully underperforming when he visited. He called his supervisor who said that it could be a result of my computer sending excess electricity to it because they share a power strip (which sounds like 100% BS to me but possibly not). Either way the issue still persists when they're in different electrical outlets. The visit ended with him putting a new filter on outside and saying he would send someone to mess with the box (I think the term was tap?) outside. Weeks later, still having the problem.
Recently I was also having trouble with my phone, and the support person told me that my modem was receiving (and sorry I have to paraphrase here) "signals up to 40.3 when it's supposed to be receiving up to or below 39.0" Once again sent a signal that didn't fix the issue.
I'd like to clarify that I'm NOT looking for an easy fix or anything, I just need to know what could potentially be causing the issue so I can direct the next technician that visits and not waste my time and theirs.
