(I did post this in /r/buildapc also to see if anyone knew or had any ideas).
I'm using an ASUS z270i motherboard with a 7700k and an ASUS GTX 1080 Ti FE. All of these parts have been working flawless for a good while now.
Symptoms: Monitor turns on, recognizing a signal, no image is ever displayed.
Bios recognizes GTX 1080 Ti with correct clocks and voltage. Windows 10 Device manager recognizes GTX 1080 Ti but stops it due to it "reporting problems" code 43.
Troubleshoot:
I'm attempted to disable it and reenable it via device manager.
I've reseated it and swapped power cables. I've tried it with a completely different PSU all together. I've tried a different monitor with a different cable. Used GURU3D DDU to completely wipe out all driver and associated files, restarted, and did a fresh install of nvidia drivers.
Nothing is working.
Device manager reports: Windows has stopped this device because it has reported problems. (Code 43)
If I go to view all problem reports I do have a few Windows - Hardware Errors. They all say the follow:

I also found this if I go through device manager to view events for the GTX 1080 Ti

this event is from about 3 hours ago, and only happened the one time. I don't see it any where else in the event long or any other errors.
Any ideas?
EDIT More trouble shooting information. Geforce Experience keeps telling me I need to download/install the newest driver, even though I've installed it already. ( I also do perform a clean install).
