Description of problem

I installed a new graphics card in my computer yesterday (GeForce GTX 1060) and now my computer won't boot. I get the following error when after the computer runs through the bios menu: your PC/device needs to be repaired, a required device isn't connected or can't be accessed, 0xc000000e.I'm not very computer savvy so if I am leaving out any important details or simple steps, any help would be appreciated.

What I've tried so far to resolve the issue

I made a Windows 10 boot recovery USB with my laptop and tried to troubleshoot and fix the startup repair. This didn't fix it.I also tried fixboot in the cmd window and it said access is denied.
