short version: press power, no display. Not even the BIOS. wait any amount of time (1 second, 1 hour, doesn't matter), nothing happens. press power instantly goes back off (no 3 second hold on power).

If I remove both RAM sticks, I get a beeping sound, which tells me at some level, things are working. I have a video card that I'm currently plugged into, but for as far back as I can remember, the onboard video has NEVER worked for me. When my PC was working, there was a separate light on my USB mouse that would come on. Now, only the optical laser comes on. I have tried booting with all USB devices removed. I have also tried unseating/unplugging everything except the CPU itself (since I would have to get new thermal paste and I haven't bothered yet). Finally, if I have everything plugged in except the hard drive, the PC will power cycle every 5 seconds or so. on, off, on off, etc.

The newegg stuff (case, PSU, and HDD) are from 2009. The rest is from 2013.

backstory: Two months ago, I had a random crash. Since then, trying to start up would be unsuccessful. It would get partially along, then a black screen that it couldn't recover from. I found that it was possible to reinstall windows 10, but once I ran windows update, it would crash again and be unrecoverable. I left it alone for a while, and now it's even worse.
