I have Windows 10 Enterprise x64 (OS 1709; build 16299.15) running on my old Core2Duo laptop. Since the past month or so, I see the following persistent text in Settings > Windows Update:

Your device is at risk because it's out of date and missing important security and quality updates. Let's get you back on track so Windows can run more securely. Select this button to get going:

Clicking the 'Check for updates' button seems to search for new updates for a minute and then brings the above text right back.

[EDITS] Things I have tried so far:

  • Windows Update Troubleshooter: Doesn't help. It 'finds' one issue 'Check for pending updates' and 'fixes' it.
  • Googling: Tried uninstalling a recent update, and then checking for updates. It downloaded and installed that update while showing the 'device at risk' text.
