Description of problem
When I press the power button to power up the PC, every component seems to be getting power, USB devices included. A single short POST code beep plays as it has done for years, which indicates successful POST, according to the Award BIOS documentation. However, the monitors report absolutely no video signal, no matter what I've done.
This first happened two days ago, however, it successfully fully booted on the third try, video signal and all. From yesterday however it completely fails to turn on monitors, despite many attempted reboots.When I press the power button once more to power it down, it waits a few seconds before powering down, almost as if shutting down normally. I've not yet had to force it to shut off, by holding the power button for a few seconds.
The day before the issue started occurring there was a Windows update, however, I doubt this is the cause, since disconnecting the drive which Windows sits on while having a bootable USB connected doesn't solve the issue.
Googling for the issue points towards the PSU perhaps being faulty, however, it is well within its expected lifetime, though that doesn't exclude it in any way, and I haven't exactly been maintaining everything optimally. I'm just not exactly in the financial situation to afford a new PSU, and I don't have access to any other PSU's I can use to test with, so I'm hoping you guys have any fresh ideas.

Around June 2012, customized pre-build.
Upgraded to all-in-one Corsair H80 watercooling from an unknown model of Cooler Master air cooler, possibly a version of CM Hyper 612, and added Samsung EVO 120GB SSD in 2014.
Upgraded to Gigabyte G1 GTX 1070 from a reference GTX 680 late july 2016. Had to remove optional drive cage due to the GPU being longer than I expected.
Few months after I added two Noctua 120 MM fans, which solved a recurring overheating issue with prolonged gaming.
Not long after I added a used Samsung EVO 240GB SSD which had previously been in my old laptop.
Under Warranty

Cause/Steps to recreate the issue

What I've tried so far to resolve the issue
- Rebooted numerous times.
- Reset CMOS following this guide.
- Reset BIOS by removing the CMOS battery for approximately 30 minutes then putting it back.
- Entirely removed GPU and connected the video cable directly to the motherboard.
- Installed the GPU again and connected two side monitors to GPU, one to the motherboard.
- Disconnected the boot drive which Windows resides on, with a bootable USB connected.
- Removed all but one stick of RAM, and tried two different sticks.
- Disconnected every peripheral except for power, monitors, and internal components.
- Checked for any exposed internal wires, couldn't find any.
Every single attempt resulted in the same single all clear POST beep, except for resetting CMOS and BIOS, which respectively reported a CMOS read error POST code, and a few automated reboots to what I assume is rebuild the BIOS to factory setting.
