As stated in the title, this is a new PC build, however, it's like my... 6th re-install in the last 2 weeks? (Long story related to other hardware problems. Don't really feel like going into it.)
This mouse, however, I've been using for 2 years. It's the Roccat Nyth. It's been working fine on my previous build and all iterations of the past 5 installs I've done on this computer in the last 2 weeks. This last install however, something strange started happening.
Just as a quick pre-cursor, I'm using a new CLOTH mouse pad. It's the HyperX extended mousepad. Before I loaded up this 6th fresh install, I laid it out on my computer desk to get it ready. I'd been saving it for my final install which I was certain would be this one (again, relating to other hardware issues).

Firstly, and this is simply just an extra piece of information for you to do with what you want, ever since booting this 6th fresh install having never used the mouse before on THIS install, this mouse WILL NOT work on the old mouse pad anymore. I used the old mouse pad on all the previous installs within the last 2 weeks and it worked just fine. But not this time. It simply doesn't budge. I found this out while trying to troubleshoot my main issue which I will now explain:
This is going to be difficult to explain, but I'll try my best. If you have a ruler or some long item that can span the height of your screen, it might make it easier to understand.
For the sake of explanation, I'm now going to refer to your ruler/long object as the 'glitch zone'. This is the first concept of this problem.
Take the ruler and place it anywhere on your screen spanning from top to bottom, thus placing the glitch zone.
For me, if I were to move my mouse from left to right, the cursor would slow down tremendously and glitch in and out of functinality when it crosses that dead zone. So, for example, if a normal left-of-screen to right-of-screen mouse movement took 8 inches on a mousepad, the glitchzone would cause it to take an extra 2 or 3 inches... which is a lot.
If I were to place my cursor in that glitchzone and move it up and down, it would go slow and jumpy up and down the entire area. If I move my mouse OUT of the glitch zone, it moves just fine. Again, this happens on the desktop AND in games.
Here's concept number two of the problem. I can move the glitchzone through normal mouse movement. The glitchzone placement seems to be very loosely tied actual mouse movement. It moves slightly slower than my mouse.
For example. If the glitchzone was smack dead in the center of the screen and I moved my mouse from the left to the right of the screen, the glitch zone will have movement about 2 inches to the right. Here's the strange part: If I keep moving my mouse against the right of the screen, bearing in mind that the mouse isn't technically going anywhere, I can actually drag the glitchzone all the way to the right of the screen with a few right-directional movements.
In any case, wherever this inch-wide glitchzone on my screen is, if my mouse crosses it, it halts it to a dead-slow pace and makes the movement a bit jumpy until I cross it or leave it.
Now, for the technical stuff:
For the previous 5 OS installs I did, I was merely troubleshooting hardware issues with the motherboard. I was rarely on Windows itself and these installs were bare; almost no drivers installed as I, again, was merely troubleshooting other stuff. Whatever Windows was able to install in the times I was actually IN Windows, that's all that was there.
For this latest OS install, I was going beyond troubleshooting into actually downloading things and trying to get the computer running like normal. I was adding programs and base drivers incredibly slowly in the vein of troubleshooting. The first serious task I did was play a game of PUBG. This was my first game, ANY game, I've played in the last 2 weeks because my new computer build was completely busted from a DOA Mobo and defective RAM.
So, quick recap and summary: 6th fresh install of OS. Basic drivers installed (GPU, Audio, network adapter, NOT INCLUDING ROCCAT SWARM OR NYTH DRIVERS). I've just installed PUBG and played one game. Recap over.
This first game is where I noticed the mouse issue. I thought it might've been my new mousepad, so I grabbed the old one, and that's when I learned that my mouse suddenly no longer works on my old mousepad. It'll work on my desk, my leg, my finger, my wall, even my monitor, but not this old mousepad.
Okay. Bummer. I finish my game and close it to go download Roccat Swarm and my associated Nyth drivers. Everything installed flawlessly. The issue still persists.
So right now, until I can test on another computer, I have no idea what's going on. Another slightly unrelated thing I noticed is that this 6th OS install was the first out of all of my OS installs in the last 2 weeks to not activate my copy of Windows... This install has been weird and I'm considering one last fresh install, but I'm so tired. I just want to play my damn games. It's been two weeks of waiting, RMA'ing shit with Newegg, working, and watching Youtube on my phone.
I apologize for the incoherence of this post. It's very early in the morning and I've been doing a lot of benchmarking and testing all through the late night and early morning.

As a final note, I've tried multiple different ports. I've tried uninstalling and reinstalling the drivers. I've cleaned the mouse internally as well as the sensor. The issue still persist.

The mouse just hits this dead zone of slowness until the cross it or move out of it. However, the difference here is that they're able to fix it in CS:GO as that's where they have the problem. I have it EVERYWHERE. In-game and on the desktop.
