Hi there, This has been happening for the past month now. I'm using a wired mouse plugged to the back of my All-In-One desktop and it keeps stuttering whenever I try to do anything.
I've done pretty much everything the Internet has suggested me to do: Disabling Cortana (it was always disabled), flicking that inactive window thing several times, plugging into a different USB port (both on the 2.0 and the 3.0 ports), rolling back the driver, using a different mouse, cleaning the laser area underneath the mouse, etc. -- Probably the only thing I haven't done is completely reset my computer to factory default (but I kinda want to avoid that unless absolutely necessary).
It is not impacted by any software or window as far as I am aware - unless it's because my computer has a whole bunch of junk on it that's slowing it down (I doubt it, but what do I know)...
