I don't know if the two issues are related, however that's the only thing I've noticed on my PC, other than it's become extremely slow. The PC was fine this morning.

ASRock H97M PRO4 motherboard, 16 GB RAM

GeForce GTX970 graphics card
I've had the same issue with Windows Defender once before, but my PC didn't slow down the first time (that's why I don't know if the two issues are related). Anyway, when I bring up Windows Defender it tells me that the service has stopped. It gives me the option to restart it, but nothing happens when I click "Restart Now." Scanning or updating the definitions won't work either, and when it's giving me a definition version of 0.0.0.0
Sadly I can't remember how I fixed this issue before. Things I've tried so far:

Manually downloading latest definitions from the microsoft website. The .exe file won't run.

I tried to change HKEY_LOCAL_MACHINE\SOFTWARE\Policies\Microsoft\Windows Defender on the registry editor to enable Windows Defender, but it didn't work.
Any help please ?
