So I have a fresh copy of W10 and everything was fine except the time was wrong even though I have selected the correct time zone. Internet sync did not work for me.
The computer did not resync because no time data was available.
I have updated group policies, ensured w32tm settings are correct in regedit and services.msc, ran w32tm commands with stop/start/resync/rediscover etc. to no avail.

Now everything is correct. Can someone ELI5 what the command chain does?
