Hello, it's my first time here but I'll try to be as concise as possible.

System specs: Intel Core i5-4690K@4.4GHz, 16GB DDR3 RAM, MSI PC Mate Z97 motherboard, Gigabyte R9 290X w/ watercooling, x2 250GB Samsung 850 Evo SSD, 1TB WD Blue HDD, Corsair RM 650W Gold.

Some backstory: After moving to a new apartment, I bought a used & watercooled R9 290X off a Polish website, something like eBay but a Polish equivalent which is quite popular here. Basically, I thought my old R9 290X died of me after giving me no signal after reattaching all the wires to the PC. When I got it I installed it straight away and the card didn't want to give me signal for a while, and I thought I had a dead card. It turned out that MSI Afterburner was still installed and still trying to apply my OC settings to the new card, since my previous card was also an R9 290X so I didn't think of uninstalling the drivers...

So now that the card was up and running with drivers installed, it ran GTA V at about 50% fan speed at about 55-60*C, brilliant. I checked other games and they also worked fine with similar results. So stoked about the new card.

The card worked for literally a day and it stopped giving me signal altogether.

I was using a DVI cable, I tried the other DVI port on the card and I managed to get signal but only a black screen... After going through Advanced Start-Up options from the BIOS and using CMD to enter safe mode, the screen was showing again, except with 3/4" wide lines in 3/4" intervals going sideways and 1/16th inch intervals going up. So basically cyan line columns with spaces in between (note: cyan on white background, dark red on black background). I changed to an HDMI cable and the result was still the same.

I checked the watercooling attached to the card and found no leaks.

I changed to the other PCI-E x16 slot and the results were identical. Tried my other MSI R9 290X w/ custom air cooling (Arctic Accelero Xtreme IV) and the card works

After uninstalling the gfx card drivers, the card now worked outside of safe mode. Upon installing the latest AMD Adrenalin Edition drivers (18.1.1) the screen always went black couple seconds after it showed "Installing: Display Driver."

I don't think the gfx card touched anything inside the case that could cause a short, I propped up the card with a toilet paper roll to prevent the gfx card from sagging too much. Would "baking" the card do more damage than good? Seriously considering it at this point. There is a specialist shop in my area and they said for like 250zł (~60USD) they can do a "BGM reballing", not sure if that will do any good.

TL;DR: Bought a used R9 290X off a Polish eBay equivalent and it stopped working after one day of use, only works in safe mode or without display drivers installed. I get a signal but a black screen upon attempting to install latest AMD Adrenalin 18.1.1 drivers.
