I've had terrible internet for as long as I can remember. I have been downloading every steam game and every update at no more than 300KB/s, which is the peak, and averages 150KB/s or less. I get an average of 300 ping to US servers for almost the entirety of my day, reaching 70ms during Asian or Australian time zones.
The ISP we have been using is called frontier and my dad told me we only pay around 25 dollars and the 25 dollar package is supposed to be 1 to 6 Mb/s, or 125KB to 750KB or something, and we can barely reach that, even though that is the package were paying for.
I used this handy website to show me available ISPs in our area and 3 other options showed up.
One of the ISPs says it is possible to get 50mb/s download instead of my 1. I have heard of none of these brands but the website CLAIMS they can reach high speeds.

my dad told me that no matter what internet we get, it wouldn't make a difference because of the junk wiring, so speeds can't rise. Is this true?

everyone I met on my road also has internet problems. It's either my current ISP is the only one anyone has ever heard of on our road, or its the only one available. Are these websites usually accurate?
