Description of problem
Following the latest round of Win10 updates, I'm getting the well documented flickering screen issue (including a flickering task manager). None of the known software causes of windows 10 screen flickering are installed (iCloud, Norton or IDT Audio).

Cause/Steps to recreate the issue
Windows 10 Update (Not my pc, I was away at the weekend and came back to the problem)
What I've tried so far to resolve the issue
I have attempted to install the latest drivers for the Radeon HD 7800 graphics card, however when trying to install in safe mode I get an unsigned driver error. I have tried manually disabling this, but the problem persists. I have tried downloading the last major driver release and get the same problem (AMD 99 error).
I've also tried removing the graphics card from the motherboard and forcing the use of the onboard graphics, but nothing will display from it.
