I am copying and pasting this from my post on the xfinity support to see if I can get help from other people.
I currently have the Blast Pro Tier with speeds up to 200Mbps. On a good day when my internet is fine, I average around 230Mbps download and 10Mbps upload. For the last week my download speeds have been fine, but my upload speeds have been atrocious. I am trying to use my upload speed to broadcast to Twitch.tv. I've been able to broadcast in the past on a good day with a bandwidth of 3000-6000kbps and zero issues.
I had a technician come out and confirmed everything on my end was fine. The signals were fine, the cables were good, everything was tightened good. The modem was also replaced to see if that was the issue. He said he would have to contact maintenance and I have no way of getting a status on that. The tech did mention something about another modem that he likes to setup for people with the Blast Pro Tier, but didn't have one available on him to setup. (I don't remember the name of it but if I can pick one up at a comcast service center, I will gladly do so.)
I've ran multiple speed tests. beta.speedtest.net, speedtest.xfinity.com, and speedtest.googlefiber.net give me good results but I am still not able to use my upload speed.
testmy.net and speedof.me don't give me good upload speeds. I will provide the speed tests below.

I've also used a program called Twitch Bandwidth Test which will test the bandwidth to a server. I am getting very low bandwidth on here. When everything is good, the bandwidth will be above 8000+ and 10k+ on a good server. Here's a picture with the results: http://ift.tt/2pdLKcP
I am out of ideas and for now according to the support chat, they've scheduled a "maintenance team" to come next week to check it out. I'm not sure if they're going to check the exact same thing the tech checked. If there is anything I can do to troubleshoot on my end, I will do so.
