Non ci sono soltanto le multinazionali americane nel mirino di Margrethe Vestager. La numero uno dell’Antitrust Europeo ha infatti lanciato un’indagine su un presunto trattamento fiscale di favore che il governo olandese avrebbe riservato a Ikea. Bruxelles accusa L’Aja di «aiuti di Stato illegittimi», che sarebbero stati concessi sotto forma di due «tax ruling», siglati nel 2006 e nel 2011. Due misure che avrebbero permesso al colosso dei mobili di eludere centinaia di milioni di euro, in violazione delle norme europee sulla concorrenza. Una scappatoia architettata attraverso un sistema triangolare di trasferimenti tra società legate con sede in Olanda, Lussemburgo e Liechtenstein. La cifra non è stata ancora calcolata ufficialmente dalla Commissione, ma potrebbe arrivare anche al miliardo di euro, secondo uno studio degli eurodeputati Verdi.
«Tutte le società, grandi o piccole, multinazionali o no, devono pagare la loro giusta parte di tasse - ha spiegato Margrethe Vestager, commissaria alla Concorrenza -, gli Stati membri dell’Ue non possono lasciare alcune imprese pagare meno tasse, permettendo loro di trasferire artificialmente i loro profitti altrove».
La società oggetto dell’indagine è Inter Ikea Systems, che gestisce le attività in franchising dei negozi Ikea che si trovano in tutto il mondo. Nel 2011, però, Ikea ha modificato la propria struttura, quindi l’accordo precedente non era più applicabile. Per questo ne è stato siglato uno nuovo che le avrebbe permesso di trasferire gli utili a una società con sede nel Liechtenstein. Inter Ikea Systems, nel 2011, aveva infatti acquistato i diritti legati alla proprietà intellettuale che precedentemente erano detenuti dalla lussemburghese I. I. Holding. Per finanziare l’operazione, la società ha ottenuto un prestito dalla società madre basata in Liechtenstein: grazie all’intesa con L’Aja, gli interessi pagati sono stati dedotti dalle imposte versate in Olanda.
