Description of problem
Every few minutes my PC freezes for a couple of seconds. It can be as short as 2 or as long as 20 seconds. In some cases it is just the active window and I can still move the mouse and switch to another app by clicking and in some cases I can't do anything. In both cases it doesn't respond to keyboard input.
This is a fresh install and when I first saw it happening, there were no 3rd party apps installed except for chrome. The only other thing I did before was disable Cortana and web search features via group policy.I feel like the cpu is running a bit hot and is jumping in idle with 38 to 47c but I haven't seen it go over 65 when I was using it (rendering short videos and playing GTA Online and CS:GO) and only in Prime95 it hit 74c under full load (let it only run an hour, didnt have time for a full torture test as I actually need that machine right now)

Flashed Bios to most recent build (dec 8th), Reinstalled all the drivers, unplugged all external devices except mouse and keyboard
