Description of problem

For the past two weeks my CPU, GPU, and RAM usage has been throttled resulting in massive usage reports on Task Manager and a slow computer. Programs that my computer previously handled without a problem now show up as resource hogging monsters but with the same values as before. As an example, Google Chrome is reportedly using 45% of my 16gb of RAM, but with only 1600MB of RAM usage. Playing video games results in GPU usage showing 100% constantly with a lowest value of 96%. Starting any program, such as Overwatch, causes a massive 50% of my CPU usage just for that program alone. Before this problem occurred my computer was able to run many programs at once without even a hint of slowing down and now it's very noticeable.

At the same time, going to the Task Manager's performance page on memory shows most of my 16GB as currently being used up, contrary to the approx 6GB of what is shown on Task Manager's processes page

Cause/Steps to recreate the issue

Starting a program, playing a video game, doing anything more than a quarter of what my computer is generally capable of.

What I've tried so far to resolve the issue

I've run malwarebytes and hitman pro to try and find any viruses and none have shown up. I also updated my windows OS to the current build, turned off NVIDIA Shadowplay (which I installed around the time the problems started occurring but now appears to be coincidental), tried to close many of my browser tabs, nothing has really helped solve the underlying issue. Coretemp showed that all my temperatures are fairly nominal, nothing out of the ordinary there even when under extreme load my CPU only hits about 53C.

As well, I've also performed a system restore and things got better for about an hour until it started to go back to its clunky state, not quite getting as bad as it was before but still quite noticeably clunky.
