TL;DR Power supply cannot maintain power to motherboard--it cycles on and off approximately every second. I suspect the motherboard--can someone confirm?

Hi all. After ~2 years with a working system, today my power supply began to fail to deliver power to the system. Specifically, when I switch on the computer, the system has power for about one second, then no power for about a second, then continues to cycle in that manner indefinitely The key troubleshooting I've done is:

  • Ensure only case and PSU are plugged in to motherboard (with CPU). When I do this, the issue is still present.

  • Swap out motherboard/cpu for a different motherboard/cpu (motherboard: ASRock Z68M-ITX/HT; not sure about cpu). When I do this, the issue is gone--the motherboard receives constant power (as evidenced by continuous power to the cpu fan).

Is it safe to say I need a new motherboard? Or could it also be the CPU?

Thanks in advance.
