For a few months I had this issue with my Windows 10 PC. When I turn it on nothing displayed on the screen immediately. There was simply a black screen, and I got the no signal message when I turn the monitor off and on. Sometimes when this happened I was hearing beep codes from the mobo, which was usually 2 beeps and a slightly longer beep. However this didn't happen every time.
Eventually the computer would boot like normal, and the time this took was variable. Sometimes instantly, sometimes up to half an hour.
Recently it's not been booting up at all. I turned it on in the morning before work, and when I returned over eight hours later it still hadn't booted. I then kept trying all evening by occasionally turning it on and letting it try, and then restarting it to try again. However this didn't work either. The computer sounds to be mostly working okay. The humming you hear from it quietens every so often and with this the lights of the keyboard turn off. It's like it's trying to boot but failing. Whereas before I was hearing beep codes from it, I'm hearing nothing now, not even when I remove the RAM, and I can't seem to find a mobo speaker. There is a small light to which there seems to be no logic to when it lights.
I have tried unplugging the GPU and using the on board mobo graphics, no luck. I've tried using another monitor, no luck. I took the RAM out and let it try, no luck. I also tried reseating the RAM, no luck. I've checked to see if the power supply was connected correctly, no luck. I've also tried unplugging both my SSD and HDD and trying to boot without either one of them. I can't even get to BIOS. I've tried replacing the CMOS battery and resetting the CMOS. However when I place the jumper cap on the other two pins to reset it, the computer doesn't boot at all.
I therefore think this may be a hardware problem, specifcally the mother board? Here are my specs:

8gb RAM (in one module)
ASRock H97M-ITX/ac Motherboard - Mini-ITX
EVGA 100-B1-0500-KR - 500W 80 Plus Bronze Power Supply
AMD R9 280 GPU
I'm willing to buy new components, however I just need to know what to buy. I don't want to buy a new motherboard to find out it's the RAM that's the issue.
