I'm gonna use CS:GO as an example even though it happens to all games that I play.
Playing CS:GO I normally have a ping of 400 ~ 200 varying with the server. I typed "status" to see which server I was playing on and used the command on CMD: ping + server IP I was playing on and I got a consistent average of 50 ms but whenever I proceed to play a game my latency in-game is terrible, totally different from the answer that I get from CMD of the same server.
At the beginning of this year I didn't have this problem. I can't recall exactly when it started but It might have been when I upgraded my CPU earlier this year from an i3 2130 to i5 2500. I'm using the latest version of Windows 10 Home, 1709. In game ping and CMD Ping
Edit: Some online tests, most of them actually sometimes give me better ping results to server on Europe... when I live on South America. Foreign server are most of the time showing more stable results than national server that I receive/send data from/to.
