I built this pc fresh with win10 before or slightly after the Fall Update, and had absolutely zero issues. I chose to update to 1709 ("chose") yesterday, and since have had this issue.
The update reset my registry changes but nothing else afaik. I fixed these up again (hiding folders in My Computer and reverting the alt-tab to win7, nothing big), and started noticing this issue (even before changing these fyi).
At settings below what I could keep at 120 constant, I never drop below 115 and play at 120 hz. Every now and then, WoW chokes and drops to what looks like 50 fps at best while the counter stays at 121 fps. I didn't experience this prior to updating, and even dropped cpu settings which changed nothing. I'm not sure if I just imagine this as placebo in other games, as no other game is as solid in terms of fps as WoW. Regardless its undebatbly present in WoW.
So far I've:

Reverted to 1703 with no luck.

Safe-mode uninstalled drivers with DDU, which also kept my pc from auto installing new drivers automatically, rebooted, installed with geforce experience.

Reset drivers to default with the new reinstall, changed everything to Recommended in the control panel, except sync related options put off.

Removed all gaming features of win10 including the game-bar stuff.

Removed fullscreen optimization on everything despite playing in windowed or fullscreen windowed.
I'm at a loss and have no idea what it could be. If I do uninstall 1709, it puts me back at something like 16xx.15, which shouldn't really matter as it doesn't fix the issue.
So basically the installation of the update overnight ruined something. It seems to mostly trigger if something like a Steam message appears in the back, or just completely random as I stand in the same enclosed space in WoW and everything loaded in a minute ago.
