Description of problem
New battery in laptop is not charging (says "2% available. plugged in, charging" but isn't charging)
Thread here - http://ift.tt/2iW9ZWx - suggests that it might be the fault of a TI BQ20Z45 chip on the charge controller which sticks up a FAILURE flag to prevent recharging after a battery gets unplugged.
If this is the issue, I have no idea how to deal with it. If it's not, I don't know what the alternatives might be. Anyone got any ideas?

Cause/Steps to recreate the issue
Old battery had swollen. Laptop was powering off immediately when not plugged in, getting stuck at 92% charged, etc. Bought replacement battery - same part number, so that's not the issue. Fitted new battery earlier today, but it's not charging. The computer registers it's there and claims it's charging, but is stuck on "2% available. Plugged in, charging".
What I've tried so far to resolve the issue
Left it charging while powered off for 2 hours
Uninstalled and reinstalled battery driver (ACPI-compliant control method battery)
extensive googling, to not very much avail :(
