Hey everyone, I apologize now for the novella that follows.
Quick spec rundown:
CPU: R7 1700 @ 3.7ghz (default voltage, reads around 1.2v in Ryzen Master and CPU-Z)
Mobo: Asus Strix X370-F
Old GPU: XFX RX 480 GTR
New GPU: Ref. PowerColor Vega 64
RAM: 16gb 3200mhz CL14 TridentZ
Drives: 500gb 850 Evo, 3TB P300 HDD, and an LG Blu-Ray reader
PSU: 650w EVGA GQ (80+ Gold)
So, here's the story: Yesterday, I received my new Powercolor Vega 64 and replaced my RX 480.
As a friend is taking some of my old parts, including the RX 480, I put a build together for him and put the Vega in mine. The changes to my build were limited to the new card, adding the other VGA cable to my PSU, and swapping the sata cables for my drives.
Earlier in the day I updated to Windows 10 Fall Creator's Update, got the newest Vega drivers into my downloads, used DDU, and shutdown. However, once I plugged the Vega in there was no display. Everything is getting power; the Radeon logo lights up but the fan doesn't spin.
However, when I hold the power button it doesn't shut down. I have to flip the switch on the PSU. I also plugged the RX 480 back in to my build and the same thing happened while it then went on to work fine in the other PC afterwards. Any peripherals I plug into my USB slots also don't light up.
I don't believe the PSU is the issue as it is a quality model. But I did get distracted while putting the card into the case and left the cover on the DIMMs of the Vega when I pressed down. Could that have damaged the whole motherboard or just the PCIe slot? Admittedly I haven't tried the other slots yet as it was late and I'm now at work. I didn't notice any debug lights lighting up on the mobo, but I'm going to check again later today.
I've also tried resetting the CMOS but that did nothing.
Is there anything I may have missed? The fact that I can't shut it down with my power button worries me as well as the USB slots not powering the LEDs on my keyboard and mouse.
