Description of problem
When I start my PC it never reaches BIOS or anything, the screen is just completely black and doesn't respond to pressing the front power switch. But if I switch the button on the back of the PSU off and on for a millisecond it boots up just fine. Shutting down or putting windows to sleep doesn't affect the behaviour. I initial suspect was the motherboard so I replaced it, but that didn't change anything. The PSU and RAM are 4-5 years old and the processor is just over 1 year old.

Either shutting down/restarting/putting windows to sleep.
What I've tried so far to resolve the issue
Replaced the motherboard and measured every pin on the PSU with a multimeter, which showed correct voltages.
