Hey! A couple of days ago I thought I'd reinstall Skyrim and play that. I launch the game and start playing and I'm shocked to see it capping at a steady but incredibly jerky 40FPS. I looked into the problem and some people talked about it being a V-Sync issue, so I disable V-sync but it just keeps on going at 40FPS.
After that I gave up on Skyrim, and decided to play some Destiny 2. Exact same issue. It'll play at 40FPS, go up to 60FPS for a couple of seconds, and then it goes down to 40FPS again. This also happens in Forza Horizon 3, for example, although there it goes down to 30FPS. In the non-special edition of Skyrim it also goes down to 30FPS. Overwatch also locks down to 40FPS :(
However, in the new Battlefront 2 there's no problem, the game runs beautifully.

I'm also running Windows 10 64 bit.
Here's what I've tried so far:
- Checked for thermal throttling, my CPU goes up to around 50-55 but not too much more.
- Updating my GPU, which had no effect
- Restarted multiple times
There's one odd thing I remember happening recently, however. A really bad storm rode over my town and took out the electricity in my whole town, shutting off my computer instantly. When I turned it back on there was this really, really weird noise from my CPU cooler (The stock Ryzen cooler) almost like the noise from a drill. That noise eventually stopped and now the fan seems to be operating normally
I'll be honest, I'm completely out of my depth here. Did my PSU get fried? Should I reinstall Windows?
I hope I didn't break any rules here!
