Immediately after Windows 10 updated to 1709 (Fall Creators Update) I noticed that my monitor profiles weren't being applied. I use a Spyder5 to keep them calibrated. The Color Management UI shows the profiles still there and set to defaults, but even switching them to the monitor driver default didn't produce an output change.

I recalibrated the displays again, same deal. Windows Color Management profiles are being ignored.

Troubleshooting:
1) Recalibrated displays
2) Reinstalled video card drivers via clean install option. Reinstalled using DDU. Latest stable NVIDIA release.
3) Removed monitor profiles and reverted to defaults. Used another Windows default - no change in output.

Anyone else having color management issues with 1709?
