What I've tried so far to resolve the issue

Computer has always been OCd to about 4.2 using the XMP#2 that is built into the Asus Mobo.

Noticed temps were high when gaming or rendering video

I removed the XMP OC and reapplied it manually with no changes. (No OC shows a temp in low 30s in BIOS)

Reapplied thermal compound with Gelid Solutions GC-Extreme, tried too much and too little, also too much pressure and too little pressure when tightening pump with no changes in temp. I even added teflon washers to backplate of cooler to help increase pressure wiht no real changes in temps. (I replaced the compound probably 10 times during my tests)

The pump reports that it is spinning and airflow in my case is excellent and always positive pressure. Can the pump just be dying and not moving enough water anymore?

Thanks in advance.
